Sheila Millar leads Keller and Heckman’s consumer protection regulatory practices and brings deep experience to a range of public policy and regulatory matters, including advertising and promotions, sustainability and environmental claims, connected products, privacy, cybersecurity, and product safety. She counsels United States (U.S.) and international businesses on compliance questions and processes, represents them in regulatory enforcement matters, and advocates on their behalf before federal and state legislative and regulatory bodies. 

Sheila represents clients in enforcement investigations by the Federal Trade Commission (FTC), Consumer Product Safety Commission (CPSC), and state attorneys general. She helps clients conduct compliance audits and develop regulatory compliance procedures, and also provides crisis management legal support to clients. Sheila has participated in the development of global guidance on advertising and marketing issues through the International Chamber of Commerce Marketing and Advertising Commission, including development of guidelines on environmental marketing.

Sheila is frequently invited to speak at conferences worldwide on U.S. and international regulatory compliance and public policy issues. Her commentaries, thought-leadership, and analyses are regularly published in industry and legal publications. A recent paper, “Why Sustainability Needs Antitrust,” co-authored with her partner, Peter de la Cruz, was published in the Environmental Law Institute’s Environmental Law Reporter in June, 2024.
